Try getting a license for the GMRS radios. It's $80 for a five-year license and no testing. It uses virtually the same freqs. as the family radios but can run 2-5 watt hand-helds and up to 50 watts from mobile rigs and there are repeater systems that you might be able to use.
$80 for 5 years ain't bad when you put it up against fines and jail-time for the marine radio idea.
