Digital Encryption

I am going to purchase the 780 when I get my tax return and know about all of its great features. But one thing I'm unsure of. I currently own a bc245xlt and listen to my local police dept., which uses an EDACS system. On their system, some talk groups, such as car-to-car and administration, do not come over when I am searching a trunked bank. So I figured that these talk groups were much like i-calls, in that you'd have to switch from trunk mode to manual mode to hear the conversation...not quite that sophisticated. When I switch from trunk to manual mode to hear a conversation on car-to-car for example, all I can hear is what sounds to be like a squelch tone, just a bunch of static with no other sound. I imagine that these talk groups are encypted or scrambeled, but is there any way for the 780 to pick these talk groups up and be able to listen to them clearly? I'd like to know from you people before I start pulling my hair out trying to listen to these groups.
