This sounds very much like DES-XL type encryption. True APCO 25 digital sounds like a high pitched motor boat (a real obnoxious sound). It is very possible for the radios to have DES-XL encryption on some channels and not on others. The BC-780XLT has no capability to process or decrypt this type of transmission.
