What you are most likely hearing is digital voice which may or may not be encrypted. The older EDACs systems use Ericsson's AEGIS voice technology, whereas, the newer systems use their Pro-Voice IMBE based technology which is similar to most APCO25 systems.
If encryption is not used, your only solution is to purchase a similar radio and find someone to program it transmit disabled. This can be quite expensive. If encryption is used, there's not much hope.
