APCO25 is NOT Motorola (or any other manufacturer for that matter)proprietary. I believe Motorola developed it but has allowed the industry to consider it the "standard". This allows end users to purchase differing brands of radio systems and specify the APCO25 standard so they may be compatabile when using inter-agency frequencies. It allows them to talk to each other should the need arise. Digital is just another mode of modulation, in a sense. Now, the encryption protocols ARE propritatary and These are what Motorola is protecting most viemently. I believe the digital board or boards presently being developed are only APCO25 compliant. Legally, they can not duplicate any proprietary encryption without the manufacturers blessings. (There may be the possiblilty that someone may test the APCO25 issue in court, but let's hope not) This should eliminate that particular concern as a reason the digital boards have not been offered to the public as yet.
