If you want the entire state you are looking at 4 different systems, eastern, southeastern, central, and western. I'm most familiar with the eastern (Boston metro) system. It uses 20 channels and simucasts from several locations. In theory you could put all the frequencies in one bank (or just the CC) and all the Ids, then LO all but the system you are in. There is some overlap between systems, e.g. the eastern system carries the main ids for the central and the southeastern systems. The central has the main eastern ids. So no matter which frequencies are active in the bank, you can scan all Ids and hear the local system and some bordering systems.

Of course if you really want to, you can set up each system in it's own bank! Even though I live in, and travel the state often, I only use one bank for local conventional and MASP. I use about 80 Ids and 3 frequencies (using CC mode) in bank 1, and it works fine.

BTW, the control channel in the eastern system never changes (actually a couple of years ago it moved briefly!), but the southeastern system does seem to change periodically. I guess this is the main gotcha with CC mode.
