Thor is correct. You would have much better results with an
antenna specifically designed for the 11 meter band. Doing so
would increase the range for two reasons: 1) If mounted outside
of the vehicle, the antenna would have a less obstructed area
and 2) the antenna, being designed for 11 meters, would present
some gain whereas a scanner antenna has little or no gain.
