Are you using ctcss or dpl? In some cases the signal is not strong enough to open the squelch when in these modes.If you have been using tones,try taking them out and then doing a side by side test with the 10 channel scanner.This way,when the signal comes into the 10 ch scanner,you can remove the squelch
right away to see if you are even getting the signal at all.My $.02 worth Manny/N1SQB
