WinScan Program HELP!

I am trying with no luck to download data from my WinScan program into the radio. The problem I am having is when the computer starts to program the talkgroups, I get a window which states:"Error received by scanner" "000176 does not appear to be a valid talkgroup for the current fleet map or system. Do you wish to continue programming?" YES NO
First, the fleet map and system should be correct, I downloaded this file from my other BC780, and that radio works fine. And the talkgroup is valid. When I try and click on YES to continue it will not let me.
What is the problem? Any help would be great!
