Dave,If you are referring to APCO-25 being considered an encryption technique and therefore considered illegal to either build or use, then put your mind at ease. The Production Manager at Uniden has stated it is not considered illegal by the FCC and in fact Uniden has already stated they will be marketing a digital capable scanner in the near future. The APCO-25 protocol was developed as a way for agencies using different radio systems (different manufacturers, etc.)to be able to communicate between each other. This would necessitate the transmissions being in the clear instead of every agency equiping themselves with the others encryption gear. HOpe this helps
