Brian,

That is not how Smartzone works. All Talk groups can be available
but if none of the members from that talkgroup are in that zone
you will not hear them. If two mobiles from troop L (example)
are in your local zone and your scanner is locked onto a troop A
zone, you will not hear them. The 780 will switch control channels
every few minutes so the potential to miss somthing local is great.
The only time you will hear conversations outside of a zone is when
one of the members of that talkgroup travles into another zone.
Then a bridge is made. As long as a member of the talkgroup is in
one of the zones you will hear them. If no one from that group
is in any given zone, you will not. The potential for missed
transmissions is great when you have all your control channels
in one basket.(bank) I listen to two Smartzone systems and I
tried to combine them in one bank when I first got my 780.
It doesn't work. It had nothing to do with what talk groups were
available in the west IR site. If no one is affiliated in the zone,
then nothing comes over that site. Of course the system could be
constructed to retransmit across all zones i.e. statewide, and I'm sure
some talkgroups do. This is not very spectrum efficiant. There may
also be some troopwide stuff but how can you hear it if your
scanner is locked onto a control channel in a neighboring troop?
But if it works for you, that is all that matters. Have fun.
It's just a hobby and experimenting is part of it.

Phil
